Grant of License Application
Cayucos Sanitary District ("CSD") retains sewer easements throughout the community of Cayucos. Any encroachment into a CSD easement impacts CSD's ability to excavate its easement and has the potential to place prohibited loading on CSD infrastructure. On these grounds, any encroachment into a CSD easement necessitates a Grant of License Agreement between the property owner(s) and CSD.
Upon receipt of all below-requested items, CSD staff will prepare a Grant of License Agreement for the CSD Board of Directors’ consideration at their next regularly scheduled meeting. The property owner will be subject to all terms and conditions within the Grant of License Agreement.
IMPORTANT: Please scroll to the bottom of this webpage and ensure that you have ALL required information before you begin your application. We MUST receive all required information, including all below-referenced plan details, at the same time. Partial or incomplete submissions are automatically rejected and destroyed, and you will be required to restart your application when you have all required information.
SECTION 1 OF 4: PLAN SUBMITTAL
PLAN REQUIREMENTS
Without exception, your application will be rejected if ALL requirements are not adhered to:
- A plan view and a profile view are required
- Plans must be stamped by a licensed architect or engineer
- The CSD easement must be clearly identified and labeled with its dimension (usually 10 feet wide) on both views
- The distance from the property line/easement boundary to the encroachment(s) must be clearly identified and labeled on both views
- CSD's infrastructure (usually the sewer main line) must be clearly identified and labeled on the profile view
- The "zone of influence" for potential excavation of the CSD easement must be clearly identified and labeled on the profile view
- If there is an aerial encroachment (any structure less than 12 feet above the natural grade qualifies as an aerial encroachment), its height above the natural grade must be clearly identified and labeled on the profile view

SECTION 2 OF 4: OWNER'S POLICY SUBMITTAL
An Owner's Policy (also known as an Owner's Title Insurance Policy) is routinely provided by the Title Company during a property ownership transfer. It provides information required for the creation of the Grant of License Agreement, including the legal owner name, a legal description of the property, and descriptors for the recorded sewer easement.
Please Note: A Preliminary Title Report does not contain all required information and is unacceptable. If your Owner's Policy has been misplaced, request a free copy from your Title Company.
